Telang Pinoy steps onto the world stage with DOST-PTRI and DFA-OCD Partnership
DOST-PTRI and DFA-OCD formalized collaboration through the signing of a Memorandum of Understanding to advance Cultural Diplomacy.

Efforts to elevate Telang Pinoy on the global stage were strengthened with the signing of a Memorandum of Understanding (MOU) between the Department of Science and Technology – Philippine Textile Research Institute (DOST-PTRI) and the Department of Foreign Affairs – Office of Cultural Diplomacy (DFA-OCD) on February 11, 2026.
The agreement was signed by DOST-PTRI Director Julius L. Leaño Jr. and DFA-OCD Acting Head Ms. Arlene T. Magno, marking a vital step toward broadening mutual cooperation in promoting Philippine textiles as both technological innovations and vital expressions of cultural heritage across local and international platforms.
Under the MOU, both parties commit to sharing expertise, information, and resources to pursue joint initiatives that support the development, promotion, and global recognition of Philippine textiles. These include Philippine Tropical Fabrics (PTFs), Philippine handwoven textiles, natural fibers and dyes, Philippine silk, and other DOST-PTRI textile technologies. The partnership aims to strengthen capacity building, enhance cultural diplomacy efforts, and boost the international competitiveness of Philippine textiles and the broader creative industries sector.
The collaboration envisions implementing key initiatives and activities, such as joint promotion and advocacy efforts, to position Philippine textiles, including PTFs and handwoven fabrics, as cultural and innovation assets on both local and international platforms. They also aim to set up cultural exhibitions, displays, and showcases at venues such as embassies, foreign missions, international cultural events, and other diplomatic platforms. They plan to expand capacity-building and knowledge exchange programs through workshops, training sessions, seminars, publications, and consultations for cultural officers, embassy personnel, designers, and other stakeholders on Philippine textile innovations. Furthermore, they also aim to enrich content development and strategic communications, including promotional materials, multimedia content, digital resources, and curated narratives that highlight the traditions, innovations, and cultural significance of Philippine textiles. They are also committed to developing products and prototyping of Philippine-branded materials such as souvenirs, gifts, decor, and formal wear, for use in diplomatic and state functions. They also intended to initiate activities focused on technical guidance and advisory support for textile technologies, production, and heritage practices, aiming to strengthen cultural diplomacy initiatives and partnerships.
Through these initiatives, the partnership is expected to expand opportunities for Telang Pinoy, creating pathways for growth and recognition from products to local communities to prominent spaces on the global stage.
