DOST-PTRI and OISCA International Forge Partnership for Philippine Silk Innovation

The Department of Science and Technology – Philippine Textile Research Institute (DOST-PTRI) and the Organization for Industrial, Spiritual, and Cultural Advancement (OISCA) International formalized their commitment to advancing Philippine silk innovation and development through a Memorandum of Agreement (MOA) signed on December 17, 2024, in Bicutan, Taguig City. This landmark partnership will elevate the country’s sericulture industry by combining research, innovation, and sustainable practices.

Under this collaborative silk production project, DOST-PTRI and OISCA International will work together to establish new mulberry plantations and enhance sericulture capabilities. DOST-PTRI, the lead government agency for textile research and innovation, will provide advanced production technologies to ensure the development of high-quality silk cocoons. These technologies and vetted cost and procurement systems will empower partner silk cocoon producers to achieve economically sustainable operations.

OISCA International, a donor-based organization supporting Philippine silk innovation, will leverage its expertise in integrated sericulture endeavors and twisted silk yarn development. Through this partnership, the organization will contribute its technical knowledge and resources to strengthen the local silk industry.

The DOST-PTRI Silk Research and Innovation Center will serve as the hub for all silk processing activities under this initiative. Equipped with newly established silk reeling and twisting capabilities, the center will process cocoons into high-quality twisted silk yarns at predetermined costs agreed upon by both parties. This facility will also play a pivotal role in skills enhancement and competence development, ensuring proper methods and procedures are in place to maintain superior product quality.

Both DOST-PTRI and OISCA International are committed to fostering a collaborative environment to achieve the project’s objectives. By combining their resources and expertise, they aim to uplift the Philippine silk industry, providing sustainable livelihood opportunities for local communities while promoting the use of high-quality, locally produced silk materials in the global market.
