Abra Sprints to Lead Textile Revitalization in Northern Luzon
The Department of Science and Technology – Philippine Textile Research Institute (DOST-PTRI) engaged with the office of Vice Governor Ana Marie “Anne” Bersamin to explore collaborative efforts in strengthening the province’s textile sector.

The Institute presented its plan to strengthen the textile innovation ecosystem in the province, highlighting the key players and advantages of Abra’s textile sector — from raw material sources, textile fiber and natural dye processing, and innovation hubs to its robust handloom weaving communities and the strong support from the local government in partnership with national agencies. A critical gap in the value chain was also identified: the lack of locally produced and readily available yarns for weaving.
During the discussion, all parties agreed that establishing a Regional Yarn Production and Innovation Center (RYPIC) in the province presents a valuable opportunity to sustain and expand the handloom weaving industry. The proposed center would serve as a hub for high-quality and competitive Philippine textiles, supporting weavers and related stakeholders.
DOST-PTRI also committed to support the emerging weaving community in Dolores by offering both basic and advanced handloom weaving training programs. Through the office of Vice Governor Bersamin, the community will also have the opportunity to conduct an educational tour of DOST-PTRI facilities to gain a deeper appreciation of the latest innovations in handloom weaving and product development.
Also present during the meeting were Mr. Christopher Tugadi, Officer-in-Charge of the Provincial Office of the Department of Labor and Employment (DOLE); Ms. Aileen Myrna Malangen, representative from the DOST-Provincial Science and Technology Office (PSTO) in Abra; and Barangay Dolores Chairperson, Ms. Lilibeth Banatao.
This visit further strengthened the collaboration between DOST-PTRI and the Province of Abra, a consistent partner in textile innovation and handloom weaving initiatives. Together, we share in the province’s vision of becoming a textile leader in the North, uplifting the lives of weavers and other stakeholders in the textile value chain through a sustainable, innovation-driven, and strategically guided agenda.
