DOST-PTRI Strengthens HR Excellence with Strategic Learning and Development Initiative
In line with its commitment to achieving excellence in human resource management, the Philippine Textile Research Institute (PTRI) is actively working with the Civil Service Commission’s Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) to build a fair and effective HR systems.

Atty. Rosechelan Charity G. Acorda-Adongay led a comprehensive presentation on the Learning and Development (L&D) component of human resources, providing a historical overview and the important parts of the program which are the strategic L&D planning, implementation, evaluation, and impact assessment.
Atty. Acorda-Adongay emphasized the role of a structured L&D framework in supporting organizational goals and promoting continuous improvement within DOST-PTRI. Her presentation highlighted how strategic learning investments ensure that the workforce remains capable and aligned with the institute’s evolving needs.
Following the presentation, participants engaged in an interactive workshop on Learning Needs Analysis (LNA), which equipped them with practical tools and methodologies for identifying and prioritizing training requirements. The session empowered attendees to make data-informed decisions on capacity building, ensuring that PTRI’s human resource strategies are responsive to both current demands and future challenges.
