DOST-PTRI Organizes the 2nd Interagency Technical Working Group on Handloom Weaving Meeting

As part of the 2024 Philippine Tropical Fabrics (PTF) Month, the DOST-Philippine Textile Research Institute conducted the 2nd Interagency Technical Working Group on Handloom Weaving Meeting on January 8, 2024, at the DOST-PTRI TELA Gallery. The meeting was attended by representatives from the Department of Trade and Industry Region 3, National Commission on Indigenous Peoples, DA-Philippine Fiber Industry Development Authority, Intellectual Property Office of the Philippines - Policy Research and International Affairs, Intellectual Property Office of the Philippines - Bureau of Trademarks, and the Office of Senator Loren Legarda.
The DOST recognizes the crucial role of the Handloom Weaving Industry in sustaining regional creative textiles through the promotion of PTF-based weaves. DOST-PTRI acknowledges the challenges outlined in Senate Bill (SB) 241, also known as "An Act Providing for the Development and Protection of the Philippine Handloom Weaving Industry." Consequently, an Inter-Agency Meeting was convened, bringing together the Handloom Weaving Technical Working Group. This group comprises representatives from NCCA, NCIP, DTI, TESDA, IPOPHL, and DA-PhilFIDA, with special participation from the Office of Senator Loren Legarda. The purpose was to discuss initiatives aimed at ensuring the sustainability and protection of the sector.
The meeting focused on the Memorandum of Understanding (MOU) between co-implementing agencies, aiming to address the challenges faced by the handloom weaving industry.

Revised IRR for Philippine Tropical Fabrics (PTF) Law Introduced: What You Need to Know

The Civil Service Commission (CSC), in collaboration with the Department of Science and Technology (DOST), the Department of Trade and Industry (DTI), and the Department of Agriculture (DA), launched the revised implementing rules and regulations (IRR) of Republic Act Number 9242 or the Philippine Tropical Fabrics (PTF) Law last 30 August 2023 in Quezon City.
The revised IRR addresses the gaps and updates in the previous IRR seeking to also raise awareness of the PTF Law among its patrons – government agencies, in general, and government officials and employees, in particular.
The amendment of the IRR was a collaborative effort of the PTF Inter-agency Technical Committee, which includes the Department of Science and Technology - Philippine Textile Research Institute (DOST-PTRI), the Department of Trade and Industry (DTI), and the Department of Agriculture - Philippine Fiber Industry Development Authority (PhilFIDA). The private sector also played an important role in the revision.

DOST-PTRI Leads Technical Committee of Philippine Tropical Fabrics (PTF) Law
The DOST-PTRI chairs the Technical Committee (TC) per the revised Implementing Rules and Regulations (IRR) of R.A. 9242. The Technical Committee (Rule VI-Sec. 2) shall oversee the effective implementation of the law and formulate a roadmap to serve as the master plan for its overall implementation. The TC is also tasked to identify the strategies to ensure systematic, coordinated, and effective implementation and attainment of the objectives of the law. This will include the Evaluation of programs to assess implementation and recommend interventions to improve the existing mechanisms, processes, and activities. Further, the TC will also resolve issues brought before the Technical Committee for its decision on matters covering concerns on implementation.
